The Council on Criminal Justice is a nonpartisan criminal justice think tank and national invitational membership organization. The findings presented in this report are based on a systematic review of multiple domestic and international studies that compared changes in the number of domestic violence incidents before and after jurisdictions began imposing pandemic-related lockdowns in early 2020. The findings and conclusions in this research report are those of the authors alone.
